HEALTH ECONOMICS INDICATORS IN THE CONTEXT OF GLOBALIZATION

Abstract

This study analyzes the importance of health economics indicators in the context of globalization, considering transformations in health systems, the involvement of different actors in the field of Global Health, and challenges related to resource management. This is a qualitative, exploratory, and descriptive study based on bibliographic and documentary research, encompassing studies and documents related to health economics, health indicators, Global Health, and globalization. The analysis addresses structure, process, and outcome indicators, as well as the main measures used in health economic evaluation, including costs, resource utilization, efficiency, cost-effectiveness, cost-utility, cost-benefit, incremental cost, QALY, and DALY. The discussion shows that these instruments contribute to monitoring health conditions, evaluating services and interventions, and supporting decision-making related to resource allocation. It is concluded that health indicators and economic measures are relevant instruments for supporting health management and policymaking, particularly in view of the increasing complexity of health systems and the limitations of available resources. However, their use and comparison require consideration of the economic, social, political, cultural, and institutional specificities of the different contexts in which they are produced and interpreted.

Matheus Rodrigues Luiz, Federal University of Sao Paulo

Bachelor’s degree in Health Informatics from the Paulista School of Medicine at the Federal University of São Paulo (EPM/Unifesp) and currently pursuing a Master’s degree in Science at the same institution, with research focused on oncology. Has experience in Health Technology Assessment (HTA), health economics, and the generation of real-world evidence (RWE), including health data analysis, epidemiological studies, the use of secondary databases, and the production of evidence to support health decision-making.

Karla Regina Dias de Oliveira, Federal University of Sao Paulo

PhD in Translational Medicine from the Federal University of São Paulo (Unifesp), with a Master’s degree in Health Economics (Unifesp) and a Bachelor’s degree in Nursing and Midwifery (Uniban). She holds specializations in Intensive Care, Nursing Management and Auditing, and Educational Psychology. Since 1995, she has worked in healthcare regulation, auditing, and quality management within the supplementary healthcare sector, with experience in management, including eight years at Unimed Brasil, as well as in scientific research and teaching.

Marcia Mello Costa De Liberal, Federal University of Sao Paulo

Associate Professor in the Department of Economics at the School of Politics, Economics and Business of the Federal University of São Paulo (Unifesp). She teaches and supervises students in the Professional Master’s Program in Public Administration in the National Network (PROFIAP).
